International Teleconference on Kashmir
Emphasised the creation of a legitimate political and physical
space in Kashmir for Kashmiri Hindus
he forced exodus of more than 400,000 Kashmiri Hindus from their
homes in Kashmir and their continued separation from their homeland
remains a blot on free society and a challenging human rights issue.
The Shehjar Publication organized an International teleconference on
August 13th to discuss Kashmir today and analyze the situation for the
Kashmiri Hindu community in the context of South Asia current affairs.
A distinguished panel of speakers presented their views and analyses
and suggested recommendations to deal with the crisis. Participants
from countries all over the world including USA, Canada, UK, India,
China, Australia and U.A.E logged in for the event.
The conference was moderated by Ankit Monga, founding member &
President of Kashmir Hindu Foundation, Inc and ArunKoul Editor of
Shehjar, the single-most widely read web-magazine on Kashmir.
Re-connecting with Kashmir was the underlying theme of the
teleconference. Regarding this theme, Shehjar states, "After more than
20 years of exodus, the Kashmiri Hindu community may consider that it
is at Point Zero. That is not all bad because it gives the community
an opportunity to start anew with a fresh approach. There would not be
a baggage of past losses. The community could review where it stands
today and re-connect with Kashmir afresh: in a new engagement, with a
clear strategy, on a visible path". Many of the speakers from these
organizations drew on their personal, professional and social-work
experiences to explain ways for Kashmiri Hindus to individually remain
connected with Kashmir as well as the need to find a collective
resolution that will help the entire community to re-establish a
physical presence in the valley.The editors informed that this thought
would be expanded upon in greater detail in the next issue of Shehjar.
Dr. Richard Benkin, Chicago based human rights activist, Chair
and Co-founder of Human Rights advisory Council to US Congressman made
a case for political advocacy to bring the matter to the immediate
attention of powers that may be. He passionately argued against the
human rights violations that have been systematically perpetrated on
the Kashmiri Pandit community since 1989. "It is a matter of human
rights pure and simple and stopping the atrocities is in the interest
of everyone as it is the result of International Islamic Jihad. What
is important is saving the victims. I believe that you have to target
the US first for two reasons, the first that you will get nowhere with
the Indian Government, will have less success with the UN, Amnesty
International or other International bodies and second no other
country will take up your cause other than the people of this great
nation."
He gave vivid examples of how gross abuses of basic human
rights have been carried out by fundamentalist Muslims in Bangladesh
and how vital it is for the global community to send out a strong
message against this. "It is important, therefore, to recognize the
identity and nature of the enemy that faces the Kashmiri Pandit
community", he said.
Dr. Subramanium Swamy's taped statement to Shehjar on Article
370 was played for the audience, explaining the need and method to
deal with this legal provision, which creates room for separatists and
excludes the natives.
The President of the Overseas Friends of the BJP, Mr. Harish
Dhruv and Director of the Hindu American Foundation-HAF Mr. Samir
Kalra explained how the struggles of the Kashmiri Hindu community were
part of a larger struggle. They listed some of the ongoing actions of
their organizations towards finding solutions and achieving goals.
Samir asked for support of the Kashmiri Hindu community so that the
Resolution 387 introduced by congressman Frank Pallone condemning
extremist violence, lack of religious freedom, and human rights
violations against Kashmiri Pandits is passed in the United States
Congress.
Kartikeya Tanna Youth Director, KHF and an Attorney practicing
law in India and New York, took forward from where Dr. Swamy left and
appealed to the global Kashmiri Hindu community to view positive
developments like Fai's arrest, deferral of US military aid to
Pakistan, the election of a Kashmiri Pandit woman in Wusan village and
the Resolution by Rep. Frank Palone as an incentive to take the lead
in addressing concerns on instances of human rights violations,
thereby commencing an honest process in rebuilding trust and harmony
between the Kashmiri people. "Despite being victims of terrible
atrocities since 1989, the global Kashmiri Hindu community is
well-placed to take the lead in bridging the ideological divide
between the two sides on the role of Article 370 by standing up for
Kashmiris belonging to all religions", he said.
Mr. Subash Razdan former President of NFIA and Chairman, Gandhi
Foundation discussed the implications of Dr. Fai's arrest and asked
the Kashmiri Hindu community to learn lessons from Fai, even in his
moment of adversity; the way he was dedicated and committed to his
cause which was anti to our cause. He explained how Dr. Fai made
efforts to meet with him in Atlanta but was denied by Mr. Razdan.
Dr. Shakti Bhan, Vice Chairperson Panun Kashmir said that
instead of having a nationalistic approach to the Kashmir problem, the
Indian Government sees it as a vote bank problem. She pointed out that
the appointment of Interlocutors for Kashmir has to be seen in this
perspective. The second point she made was about the return policy of
the Govt. for Kashmiri Hindus under the present conditions in Kashmir.
"They want to point to us that we have to live there under
subjugation. Thank God, that better sense has prevailed and only a few
hundred people from the community have gone back to the valley. I only
hope and pray to God that the lady folk who have gone there for
employment remain safe and secure". She asked if it is possible to
live in an Islamized Kashmir, where even the name of Srinagar has been
changed to Sher-e-Khas, not to speak about the names of Shankracharaya
Hill, Hari Parbat, many towns, even lanes and bylanes whose names have
been revised to Islamic ones. "You may as well be living in a middle
Eastern country!" commented Dr. Bhan
Dr. Romesh Raina the General Secretary of AIKS spoke on the
topic regarding how to get reconnected with Kashmir. "Part of our long
journey is indeed the story of our exodus and the idea of living in
the socio-psychological memory of Kashmir. It relies on
re-connectivity with Kashmir. Through post-exodus circumstances and
survival considerations, the emphasis has to be on the creation of a
legitimate political and physical space in Kashmir which no more
exists now as there has been a near total marginalization of the
community from all areas of mainstream political life of the state."
Filmmaker & Social Activist Mr. Ashok Pandit a fireband
community activist appreciated the platform Shehjar has created to
connect people from different parts of the world. He criticized the
political leadership of Kashmiri Hindus and demanded more
dependability from it.He emphasized the role that the artist and
scholar community can play in helping Kashmiri Hindus re-connect with
Kashmir and asked for support of the wider community in creating a
greater and stronger role for its artists..
Dr. Anil Kaul, Director KHF, and trustee KMECT explained the
consequences of the exodus on the health conditions of many community
members and what KMECT is doing in this regard. He said that to get
the status of Internally Displaced People (IDP), action would be
required from the Government of India, which is not forthcoming. He
quoted his experience working in this field.
Arman Koul, a 13 year old boy from Boston had earlier, through a
poem articulated why there is no substitute for a physical presence in
the valley. He remarked "For all of the Kashmiri children like me, who
have never seen the motherland it is one of the most essential
experiences that we all want and must have. I am just saying that
Kashmir is a very focal point in all of our lives, and the longer we
delay rekindling the past, the farther we distance ourselves from our
roots."
Yet here I stand
On the land of Kashmir
But the feeling of contentment
I had expected is not present,
Filling the void of solitude
Where did everyone go?"
Dr. Rattan Lal Shant, a noted Kashmiri Scholar, writer, poet,
critic and recipient of Presidents Gold Medal and spoke about the
importance and necessity of maintaining our mother tongue Kashmiri and
preserving our cultural values and festivals. He said, "We ourselves
need to preserve our culture and the Government may not come to our
rescue. Of all the factors responsible to keep culture intact,
language is the most potent one." He further emphasized that language
is very closely connected to the land of a people and since we have
lost our land, we are losing our culture. He prescribed that, "Vaakh,
Khir Bhawani Times and Vitasta are some of our language based
magazines which should find their place in our homes".
Dr. B.B. Dhar, Chairman, Kashmir Education, Culture and Science
Society-KECSS explained their work and further steps in saving the
language and culture of the exiled Kashmiri Hindu community. He said,
"Fundamentally there are four aspects of our culture which need to be
understood if we have to survive as a distinct community in the world
of today. Namely; Language and Kashmiri Literature, Religious and
Marriage Rituals, Music and Folklore, Heritage, its value and
Preservation". He highlighted that KECSS has started a very big step;
the Shuhul Taaph (Sweet Sunshine) which is now a regular 2-3 day
Kashmiri festival each year typically focused on culture, education,
literature activities with artists from Kashmir and all over
participating.
Dr. Ashok Raina, Founding member IAKF and past President KOA
said, "While we cannot immediately reverse the mass exodus of our
community from Kashmir, we have to make all efforts to preserve our
culture. Two key components of that are language and rituals". Dr.
Raina spoke about how we could go about ensuring such preservation. He
touched on the topic of marriages and how in now very common mixed
marriage situations too, we could preserve significant aspects of our
culture.
Mr. Paviter Handoo, President KOA provided a brief description
of what Kashmiri Overseas Association has been doing over the last few
years, and will accomplish going forward.He said, "For a community
that has lost its ancestral mooring through terror and fanaticism,
Kashmiri Overseas association has through its programs invested over
$1 million raised here in the United States from our community. A good
part of this money has gone towards education and medical emergency
requirements of our needy".
Dr. Khema Kaul, Chairman, KashmiraVahini scheduled to speak was
unable to attend due her sudden travel plans to attend an emergency
situation. The conference volunteers talked to her while she was
travelling to wish her family well.
Panun Kashmir, Kashmiri Hindu Foundation Inc- KHF, Hindu
American Foundation- HAF, Kashmiri Overseas Association (KOA),
Kashmiri Medical Emergency & Charitable Trust KMECT, All India Kashmir
Samaj -AIKS, Kashmir Education, Culture and Science Society- KECSS,
were some of the organizations which had representation in the panel
making the forum truly representative of the mainstream Kashmiri Hindu
community.
This conference was made possible due to the efforts of some key
individuals who worked tirelessly behind the scene including Dr. Amrit
Nehru and Rajeev Sumbly.

text of the speeches in our September issue which is also the 4th
Anniversary(48th issue) of Shehjar Magazine. The recording of the

Anna Hazare & UPA's emergency against anti-corruption crusade
NEW DELHI: "Don't let my arrest stop this movement. This is the
nation's second struggle for freedom." Anna Hazare - aware that he
could be arrested - said in a recorded video message before being
arrested.
The message had a viral effect not only on Facebook and Twitter but
across the strata of religious, regional and all other divides. The
people literally erupted coming out in thousands from small villages
to cities and towns against what they termed govt. emergency like
action against peaceful protest.
No one really, not even Anna Hazare would have anticipated the extent
of countrywide support for his crusade against corruption. Within
hours of Anna's arrest, protests broke out from Gangtok to Chennai,
Patna to Jammu, leaving the government gasping.
But before the day of democratic turmoil, the Manmhona Singh and his
cohorts led by Kapil Sibal tried out all the options to weaken social
activist Anna Hazare's campaign from spreading.
Delhi Police went preemptive by arresting Anna Hazare before he could
reach JP Park to fast. Leader of opposition Sushma Swaraj asked govt.
why did it arrest Anna from his place when Section 144 was imposed in
J P Park.
Then followed a whole day of fire fighting by the government to stop
the Team Anna and its supporters from campaigning. Hundreds courted
arrests and thousands participated in demonstrations, even as millions
remained glued to the 24*7 news channels. Kapil Sibal along with
Ambika Soni and Home Minister P Chidambaram held press conference to
give all the arguments they could to express sadness at Anna's arrest
even as they justified it.
But the arm twisting of the govt. continued. With the crusade against
corruption intensifying, the government resorted to unofficial
blockage of bulk SMSes to prevent the Gandhian's campaign managers
India Against Corruption from garnering support.
"Though there is no official ban on bulk SMSes, the services are
apparently blocked by bulk SMS service providers, since the telecom
service providers associated with them have felt that the SMSes for
Hazare's campaign have 'objectionable' content", reported CIOL.
Murder of RTI activist and Anna Hazare supporter Shehla Masud
On a day when the nation was on the streets to force the govt. release
Anna Hazare and pass the civil society version of Lokpal Bill, the
news of the murder of RTI activist Shehla Masud in Bhopal at 11 in the
morning came as another shocking reminder of the difficult struggle
against the corrupt. Masud, 39, was shot in the neck point blank when
she was about to get into her car to attend a signature campaign in
support of Anna Hazare's agitation.
Shehla Masud had recently sat on a hunger strike in support of Anna
Hazare. She was known for raising issues related to the death of
tigers in Madhya Pradesh.
Govt attacks and then goes on the backfoot; Releases Anna and ready to
apologise for arrest; Anna refuses
Caught amid unprecedented national storm after Anna's arrest, within
12 hours of Anna's arrest, the govt decided to release him. However,
the veteran Gandhian has refused to walk out of the jail until he was
allowed to hold his fast without the prohibitory orders imposed by
police.
With crowd only swelling outside Tihar Jail and the Chhatrasal sports
stadium, the Congress general secretary Rahul Gandhi called on Prime
Minister Manmohan Singh to discuss the tense situation and the likely
political fallout.
"We can apologize" for arresting Hazare, Congress spokesperson Renuka
Chaudhry said late in the evening, reported IANS.
No respite for govt.
Despite ban on bulk SMSes, Team Anna has been able to get across to
people through Facebook, Twitter and other means. The Facebook Page of
Indian Against Corruption is requesting people to "Reach Tihar Jail
gate, its late night and we need support for Anna Hazare, prepare to
spend night there, bring friends, Send SMS".
Support for Anna is also pouring from other quarters. His Holiness Sri
Sri Ravi Shankar reached Tihar jail around 12 am on Wednesday. His
Holiness requested all AOL members to reach there.
Nyay Bhoomi, an auto-rickshaw union which claims 10,000 members, has
called for a one day strike on Wednesday to mark protest against the
arrest of Anna Hazare.
Not to be left behind are the govt. servants who themselves would be
under the ambit of the proposed Jan Lokpal Bill. There are unconfirmed
reports of govt. servants planning to go on a mass day long strike to
express solidarity against corruption.
Support has also been pouring for Anna Hazare from Indians in New
York, New Jersey, London and other parts of the world.
One of the late night messages that has been coming from Team Anna:
"Tihar Jail is our Tahreer Chowk tonight, reach there to support Anna,
bring your friends."

If a single event encapsulates the corruption, sleaze and political
callousness that bedevils the common man today, it is the Commonwealth
Games of 2010, whose reverberations are still roiling the polity and
the ruling Congress party. Even as unending price rise drives the
middle class and poor to despair, and the Finance Ministry and Reserve
Bank insist no relief is likely, a brazen Delhi Government threatens
citizens with a staggering 60% hike in power tariffs, after having
scandalously intervened last year to inhibit a price cut that was
originally envisaged by the relevant authority.
That is the true measure of the rot wrought by chief minister Sheila
Dikshit. A necessary corrective would be to return this essential
service to the public sector, while ensuring zero protection to power
theft that makes the utility unviable. In fact, the profit allowed to
the private companies would have ensured the necessary modernization
of equipment, on which they anyway dragged their feet.
Ms Dikshit, meanwhile, despite blistering indictments by the Prime
Minister-appointed V.K. Shunglu Committee and the Comptroller &
Auditor General's report on the Commonwealth Games, got powerful
protection from the chief control of the Congress party and the
fraying UPA coalition. She refused to resign, forcing the Congress to
make a dramatic volte face, from bragging about how it secured the
resignations of Shashi Tharoor, Suresh Kalmadi, Andimuthu Raja and
others caught in one or other controversy, to rallying around the
impugned chief minister. Ironically, the BJP had forced Karnataka
chief minister B.S. Yeddyyurappa to resign only so it could confront
her.
Both Shunglu Committee and CAG Report brought the spotlight of
corruption on Sheila Dikshit who was in-charge of the major
expenditure, totalling Rs 16,560 crore on just eight city projects
(including the sub-standard Barapullah flyover). Both found that the
Delhi government overspent and wasted money by manufacturing an
artificial crisis of deadlines by delaying the start of CWG-related
projects till literally the last three years of a seven-year
timeframe. This led to 'emergency' decisions, compromising cost and
quality.
Though a full year has not passed since the Games were held, a drive
through Games-related areas shows pot-holed roads, bumpy flyovers,
crumbling pavements and chipped tiles, dead or dying plants on road
dividers and the peculiar green net and stakes installed to hold the
plants spilling out on the roads, creating a traffic hazard. They
should be removed without further ado, before they cause accidents
like the utterly ill-conceived and murderous BRT corridors. The BRT
corridors – another money-making consultant-driven scheme – need to be
ripped up, not extended. Even if workable in theory, the Metro makes
them redundant.
In this writer's mind, the most evocative image of the Commonwealth
Games concerns the collapse of the new foot over-bridge near
Jawaharlal Nehru Stadium, just 12 days before the inauguration
ceremony, critically injuring several workers. PWD minister Raj Kumar
Chauhan (recently indicted by Delhi Lokayukta but protected by his
boss), glibly asserted that the structure collapsed because the pins
were not secured properly. Then Urban Development minister Jaipal
Reddy said, "This is a minor incident. The Commonwealth Games will not
be judged by this."
But Ms Dikshit took the cake. Stupefied citizens saw her on
television, brushing aside the media with Antoinette-like memorable
words: "The over-bridge was for spectators, not for the games
officials or the athletes…" Did she mean she could bump off
spectators, ordinary citizens like us? She got away with it because
the Prime Minister appealed to let the Games happen for the sake of
the nation, and old fashioned nationalism carried the day. But in
those heady months of untrammelled power, Dikshit merrily spurned the
Commonwealth Games Federation's screams over the state of the Games
Village, even as the filth of the residential towers became an
international scandal.
Actually, the Commonwealth Games was from inception a non-government
entity. Bizarre as it sounds, it was the brainchild, not of the then
ruling party, but of the then Leader of the Opposition! This explains
much of the confusion in execution, and the ability of the
London-based Federation to covertly foist Mr. Suresh Kalmadi as
chairman of the Organising Committee, keeping governmental supervision
at bay (to its own regret).
The Delhi government's functioning was opaque; selection of
consultants arbitrary; standards and specifications amenable to
instant modifications, and budgets eminently stretchable. The CAG
found overspending of over Rs. 100 crore on streetscaping and
beautification alone, with average cost for projects pegged at Rs. 4.8
cr/km. By contrast, a four-lane national highway costs Rs 9.5
crore/km; railway tracks come at Rs 4.1 crore/km!
Money was made on street lights (forget the contract to a disqualified
firm). Violating norms, tenders were restricted to manufacturers of
luminaries of international repute and higher financial eligibility,
keeping competition restricted. MCD allowed deviance from design
specifications in lighting standards, leading to larger number of
poles and luminaries on certain roads and avoidable expenditure. Bids
were altered in Phase I and II of tendering, again escalating costs.
The CAG found that the chief minister ordered imported lighting
equipments in Type A and Type B roads, and indigenous lights for Type
C roads. Besides creating a caste hierarchy of city roads, she
permitted a huge cost differential which benefitted two private firms.
One firm imported luminaries from a Gulf country at the rate of Rs
5,440/unit while charging Rs 25,704/unit. Worse, the chief minister
imperiously ordered ripping out all tiles installed in Connaught Place
as she did not like the colour!
The bottom-line is that when Sheila Dikshit won the Delhi elections
again in 2008, work for the 2010 Games had hardly begun. As decisions
were to be taken on street-scaping, road signages, horticulture,
purchase of a new fleet of buses, etc., she took direct control of all
CWG-related projects costing over Rs 100 crore (i.e., ALL projects.)
Now, as the fancy and costly low floor buses are failing (remember the
brake jams and bus fires?) and maintenance costs eat up the DTC
budget, she cannot evade responsibility for her actions. Not when we
citizens are bearing the costs.
If Dr Manmohan Singh wishes to restore public confidence in his
government, he must give the CBI a free hand to investigate the chief
minister, her erring colleagues and protégés, and bring them to book.
We must know if we are a free country or a banana republic.

we would have called it INDEPENDENCE. But now, with the ENEMY to the

One ought to recall the Hindu and Sikh REFUGEES of that year, FIFTEEN
MILLION of them, whose memory was obliterated within weeks by Pandit
Jawaharlal Nehru and his ruling Congress Party.
The betrayed Hindus & Sikhs were forced to throw away the memory of
their homes, mandirs, gurdwaras, shops, businesses, factories, farms
and lands that they left behind in Pakistan.
Not one MP or MLA ever asked, "What Independence did Lahore, Multan,
Dhakaand Chittagong, and the 15 million refugees, countless grieving
WIDOWS & crying ORPHANS, get?"
The enemies of "Akhand Bharat" do not believe in Secularism,
Integration or Tolerance at all. Muslims' daily routine is Islam,
Koran, Namaz while they dream of VIRGINS in paradise. They are totally
INSENSITIVE to the pain and feelings of their VICTIMS. Even in
Partitioned Indiathey have the nerve, cheek and gall to OPPOSE the
construction of SriRamTemplein Ayodhya.
When did a Muslim reflect on how HE would feel with the STAR OF DAVID,
TRISHUL, CROSS or "KHANDA CHAKRA" flying over MECCAas they fly their
own ISLAMIC flag over Sri NANKANA SAHIB?
In PARTITIONED Indiawhere they should not even be seen, they demand
EQUALITY with the Hindus. The present day anti Hindu ruling
establishment makes them more than equal to the rest of us when it
comes to reservation of seats & jobs and Hajj subsidies.
Take family planning. The Muslims are exempt. The Hindus are not. Take
the Muslim majority State of Kashmir. Article 370 of Constitution is
not applicable to any other state. What a shame that while the Muslims
could take out Pakistan the Hindu majority in their own country cannot
even expect "Rashtramata" Sonia Gandhi, defence minister AK Antony or
the ex President Abdul Kalam to declare in public, "I am a HINDU."
Under Gandhi's emaciating influence the Hindus are watching helplessly
some districts of Indiabecome Islamic with their own rules that fly in
the face of secularism.
In 1947 our sheepish Hindu leaders not only went along with the
MUSLIM "wolves" but even FAILED to think of a single condition before
agreeing to surrender one third of Indiato the so-called INDIGENOUS
"devils".
On the contrary it was the Muslim MINORITY who first terrorized our
top leaders and then DICTATED their own terms of surrender that we
shall presently see (below).
The Muslims had a MAN to speak for them but the Hindus and Sikhs did
not even have a "Goat" to represent them. The final verdict was
totally one-sided- in favour of the Muslims.
Those who were supposed to safeguard our rights were in league with
the enemy. While claiming to be secular they had no shame and felt no
disgust in surrendering Secularism at the feet of Mohammed. Today they
sacrifice our NATIONAL pride at the feet of an Italian born female who
was never vetted for her loyalty to Indiaor her love of Hindus.
Such glaring betrayal of Secularism and the majority community, who
are native to the soil, would be inconceivable anywhere else on earth.
During the previous countless centuries of slavery Hindu POLITICS
were reduced to pitiable state of existence- fine-tuned to submission,
adjustment, accommodation, appeasement and surrenders.
With Dignity and Pride lost, there was only one wish left, just to survive.
What was discussed at these so-called Independence Talks was less
about Independencebut all about creation of Pakistan, a new State for
the Indian Muslims.
Absurd though the new country was, by every yardstick of economy,
industry, religion, politics, geography, language, culture, race and
religion, the Muslims of India were delighted. They had defeated,
humiliated and finished off the Hindus in at least one third of
Indiafor good.
They had been given the choice to stay back or to move to their new
country. For the Hindus such "choice" was theoretical while they were
going through their own Holocaust in the middle of 20th century. The
Muslims were slaughtering them all over.
In 1947 frenzied Muslims killed the Hindu wealth producers and
demolished the (Sikh) "bridge". Now the world is watching them PERISH
in their own fires. American soldiers (INFIDELS) ensure that there is
no "Mohammed upon Mohammed" massacre in Pakistanand they do not slit
each other's throats.
The only way out for the wild & murderous "Mohammeds" of "DROWNING"
Pakistanis to UNDO PARTITION and live under ONE secular law across the
whole of Hindusthan.

What were the terms and conditions of Partition?
"We wish there were some, or at least one!," replied an Indian
professor of history.
And what would THAT be? "EXPEL THEM, LOCK STOCK & KORAN, FROM
PARTITIONED INDIA," his wife added.
But there were conditions, though not from Nehru or Gandhi, but from
the leader of the MUSLIMS, Mohammed Ali Jinnah.
Offensive and preposterous though they were, our perennial ENEMY met
with no resistance, fight, or challenge from the HINDU side. Neither
Nehru nor Gandhi mentioned exchange of population, Referendum or
demanded time to comprehend the implications, or, merely to think it
over.
The conditions were fully backed and endorsed by Britain, our colonial
master, and, (astonishingly,) ACCEPTED by Gandhi, Nehru and their
"All-India Congress Party" that claimed to represent ALL the Indians
including the Hindus and the Sikhs and any Muslim "patriot".
Demoralised Hindu & "smashed" Sikh leaders, who have become terribly
secular under the terror of Islam, held their breath while Mr. Jinnah
was proclaiming them, one by one.
It was like the speech by a cat to the audience of rats, approved by
